Public Safety Launches Community Safety and Engagement Drive

The City of Johannesburg’s Public Safety Department took a bold step in strengthening its relationship with communities by hosting a large-scale public engagement event on Friday, 18 April 2025, at the Nasrec Expo Centre.

The event, led by the Member of the Mayoral Committee (MMC) for Public Safety, Cllr Dr. Mgcini Tshwaku, was supported by Johannesburg Metro Police Department (JMPD) Chief of Police Patrick Jaca, Acting Chief of the City of Johannesburg Emergency Medical Services (COJEMS) Clement Masinge, and Acting Head of Public Safety, Andries Macuvele.

This community-driven initiative aimed to raise awareness, promote public safety, and showcase the department’s operational strength and capabilities.

Macuvele officially welcomed attendees, including members of the public, highlighting the collective responsibility to maintain a safe and secure Johannesburg.

“I would like to acknowledge our esteemed Executive Mayor, Councillor Dada Morero, for his unwavering leadership and dedication. I also extend my gratitude to Councillor Dr. Tshwaku, our MMC for Public Safety, whose vision continues to enhance the safety of our communities,” Macuvele stated.

He acknowledged all councillors present and expressed appreciation to senior managers from the Public Safety Department and members of SAPS. “Your hard work and dedication do not go unnoticed,” he added.

“To all members of the Public Safety family—from directors and deputy directors to divisional chiefs and support staff—thank you. Your service across all ranks forms the backbone of our operations.” He also thanked the CEO of the Joint Expo Centre, Mr. Newman, along with all partners and stakeholders who contributed to making the event a success. “Your efforts in showcasing our capabilities are invaluable.”

Macuvele concluded by emphasizing the deeper purpose of the event: “Today is more than a display—it is a recognition of the sacrifices made daily by public safety professionals. Let us continue working together to strengthen our bonds and build a safer environment for all.”

 Cllr Dr. Tshwaku. He touches on a lot of key issues and improvements within the Public Safety department, ranging from operational stability and leadership appointments to infrastructure upgrades, technology integration (like AI-enabled cameras and body cams), and community engagement.


Key Themes & Highlights:

1. Stabilization of Public Safety Department:
- Many leadership roles were previously held by people in acting capacities (“Hollywood” style).
- Permanent appointments have now been made across departments to allow for effective strategy implementation and consequence management.

2. Fleet and Equipment Upgrades:
- New contracts have resolved issues with high-mileage vehicles.
- JMPD and EMS have received new, high-quality vehicles and equipment.
- Supply chain issues affecting uniforms, boots, and rifles have been addressed.

3. Technology Improvements:
- Upgrading from analog to AI-enabled surveillance cameras with facial recognition.
- Upcoming introduction of body cams, drones, and more efficient, paperless systems.
- Rebuild, Overhaul, and Construct (ROC) and Integrated Intelligence Operations Centre (IIOC) now under new leadership with quality management systems being implemented.

4. Licensing Department Overhaul:
- Previously understaffed and inefficient; now stabilized with new leadership.
- One-stop-shop model implemented in Sandton to streamline services (eye tests, payments, photos, etc.).
- Focus on digital transformation and proper record archiving.

5. New Fire Station & Emergency Services:
- New central fire station opening soon.
- Ongoing work to resolve fire engine shortages and upgrade EMS.

6. Bylaw Enforcement Clarity:
- Emphasis on multidisciplinary cooperation between departments.
- Explained the process: inspections come first, JMPD enforcement is last.
- Clarified common public misconceptions about JMPD's role.

7. Community Engagement:
- Shift from “patrollers” to Public Safety Guardians – trained volunteers supporting CPF and schools.
- Focused on ensuring discipline and public trust in community safety programs.

8. Departmental Pride & Motivation:
- Acknowledged teams for their hard work.
- Encouraged continued dedication and pride in public safety roles.

As the program transitioned to the parade, JMPD spokesperson Superintendent Xolani Fihla encouraged everyone to reflect on the dedication of Johannesburg’s public safety officials.

“The presence of the Johannesburg Metropolitan Police Department (JMPD) and the City of Johannesburg’s Emergency Management Services (EMS) reflects our ongoing commitment to the safety and well-being of all residents,” said Fihla.

He added, “The parade not only displayed an impressive range of vehicles and operational units but also demonstrated the collaborative spirit that underpins our public safety initiatives. From the K9 and equestrian units to specialized motorcade teams, each plays a vital role in maintaining order and enhancing safety.”

Fihla also highlighted the importance of the city's integrated safety model. “From the JMPD Freeway Unit and Tactical Response Unit to Speed Enforcement and more—each unit is strategically deployed to prevent crime, respond swiftly to emergencies, and protect our communities.”

He went on to note the comprehensive integration of services: “Departments such as the Intelligence Integrated Operations Centre, disaster management, licensing, and security services work together under one strategy. This cohesion enhances both service delivery and public confidence.”

As the final vehicles passed by, attendees were encouraged to recognize and support the tireless efforts of public safety officials.

The event concluded with a special performance by the Johannesburg Metropolitan Police Department Choir, providing a moving musical interlude. Their harmonies served as a fitting tribute to the unity, resilience, and shared mission that defines Johannesburg’s public safety teams.
